Why neon is often noticed earlier in everyday life
Many reflective fabrics are silver, because silver throws light back particularly well. That effect only appears when a light shines on the material. During the day or in diffuse rainy light, pure silver therefore often gives less visibility than a high contrast neon colour. On top of that, soft reflective materials often give a diffuse shimmer rather than a hard reflective surface. Car headlights usually work much better than a weak bicycle light.
Neon colours do not need a light shining on them. They stand out strongly against the background in daylight, at dusk, in fog and under a grey sky. For real darkness the combination works well: neon as the noticeable base colour, plus an LED light and reflective magnetic clips that you attach wherever your dog should be seen.
